DEER FLATS, Monterey — October 29, 2026. A neighborhood park proposal to move existing benches so they face playing fields, rather than the street, received a formal recommendation for additional funding from Monterey’s Neighborhood and Community Improvement Program (NCIP) Committee. The action was recorded at a September 10, 2025 committee meeting, and the official minutes were included in the city’s November 5, 2025 agenda packet.
The recorded vote recommended that the City Council allocate more funds. It did not itself award a construction contract or establish that the park improvements have been finished as of October 2026.
What would change at Deer Flats Park?
Project ncp2418 would relocate and reinstall the existing benches at Deer Flats Park, Deer Forest Drive, so users could face the ballfield. The proposed work also calls for reconfiguring chain-link fencing around the seating area.
During the committee discussion, staff said the benches had once served a school bus stop. As that stop was no longer operating there, neighbors preferred the benches to face the fields rather than the street. A neighborhood representative argued that the orientation would make the benches more useful while helping guide access to the park.
Why did the project return for more funding?
The earlier city project-status report from August 15, 2025 listed a $30,000 overall budget and a $18,700 remaining balance, while identifying additional funding as necessary to finish the work. Those were the amounts recorded at that point, not a new cost estimate for October 2026.
At the September 10 meeting, the NCIP Committee considered recommending additional money from a contingency account to the project. Minutes record that the account then had a balance of $69,514; this was the account balance, not the requested Deer Flats project increase. Members asked about rising costs and the scope of changing the bench placement relative to the fence.
The committee voted 14–0 to recommend an additional appropriation to the City Council. Staff described the project as ready to proceed once the funding appropriation was completed. The record does not establish that the Council subsequently made the appropriation, hired a contractor or completed the work.
What should residents check next?
Neighbors should ask Monterey Public Works whether ncp2418 received the additional Council allocation, whether new bids were necessary, what the updated cost and timeline are, and whether the final fence layout would alter park entry or accessibility. The answers cannot be inferred from the September vote alone.
This park proposal is distinct from the Deer Flats Mark Thomas Drive sidewalk and crosswalk nomination currently under review in the 2026 NCIP cycle.
